Lower Electric Bills
Cap the fees that quietly inflate every utility statement and hold providers accountable for rate hikes that outpace actual costs.

Want new leadership
As a retired veteran and a father of five, you learn how to belong to a group — to a call larger than yourself. The word family is not limited to the people you share blood with. I was taught that family is the person who stands to the left and right of you — the people who push you to be better. A community can be a family, and now more than ever, our community family needs each other.
Taxes are higher. Electric bills are higher. The school system that once helped prepare you for the future has become unrecognizable. I am running to support working families, strengthen our school systems, help build safer neighborhoods, and bring greater accountability to state government. After years of serving my country, I came home to serve my community, and I need the help of everyone who calls District 13 home.
A retired veteran and community-focused leader.
Volunteer firefighter, board member for suicide and drug prevention, and a supporter of veterans' mental health.
Lower costs, safer communities, better schools, and accountable government.
“Government should solve problems, lower costs, and put people before politics.”
No slogans you need a staffer to translate. These are the eight fights I will take to the capitol, and you should hold me to every one of them.
Cap the fees that quietly inflate every utility statement and hold providers accountable for rate hikes that outpace actual costs.
Expand relief for seniors and first-time homeowners so a rising assessment doesn't price longtime neighbors out of their own street.
Cut the permitting delays that stall new housing supply and protect renters from junk fees hidden in the fine print.
Fund smaller classrooms, pay educators competitively, and put counselors back in every building instead of one shared across a district.
Invest in violence interruption, lit and repaired streets, and response teams trained for mental health calls — prevention before crisis.
Publish every vote with a plain-language explanation, hold quarterly open town halls, and refuse corporate lobbyist money. Full stop.
Cut permitting to days instead of seasons and steer state contracts toward businesses that hire from inside the district.
Protect earned benefits, speed up claims support, and expand in-home care options so aging in place stays possible.
Local leaders, labor, and the organizations that show up in this district every day are backing this campaign. Their support is earned, not asked for once.
“Terrell shows up when it counts — on picket lines, in break rooms, and at the capitol. This is a campaign for working people.”
District 13 AFL-CIO Labor Council
“We've watched Terrell fight for smaller classrooms and fair pay for years before this race even started. That's the kind of senator we need.”
District 13 Teachers Alliance
“Terrell actually returns our calls. A senator who understands permitting delays and rising costs from the inside, not from a briefing memo.”
Riverside Small Business Coalition
“Terrell has stood with our veterans on benefits and care access without ever making it a photo op. We're proud to back this campaign.”
Veterans Affairs Committee
“This is a candidate who listens before promising. Our congregations trust that in a representative more than any slogan.”
District 13 Interfaith Clergy Council
“Terrell has been a genuine partner to our city on housing and public safety. District 13 will be well served in the capitol.”
Mayor Kevin Scarpati, City of Meriden
From front porches to packed gymnasiums, this campaign is built on showing up — here's a look at where District 13 has met Terrell.
“He sat at my kitchen table for an hour and left with a list, not a photo. Two weeks later the crossing light by the school actually got fixed.”
“I own a two-chair barbershop. Terrell is the first candidate who asked about my permit renewals instead of asking me to hold a sign.”
“My prescriptions doubled in three years. He did not promise me a miracle — he told me exactly which bill he would push and why.”
A sign on your lawn tells the whole street you are voting Nov 3rd. Tell us where to drop one off and a volunteer will bring it by.
We do not have a super PAC. We have neighbors with comfortable shoes and a Saturday free. If that is you, the campaign has a place for you this week.
